Parts of this are spread out, I'll bring them all together shortly. The important things you need to remember is that bigger is better, a good refresh rate is essential and you get what you pay for.

Personally, i strongly favour CRT's over the flat panel CRT's, but I'm obseesive about monitor quality and use top of the range Mitsubishi myself.
