Originally there were 49 factions in Sigil, of which 15 are left. So far I have found 12 of these, but you can only actually join a handful, as far as I can tell. I suspect the missing three are, perhaps, the two rival gangs in the Alley of Angles and the Collectors. If anyone knows different, please let me know. Ta!
