Introduction and Caveat
The prices given are a rough guide only and values can and will vary all the time. I accept no responsibilty if you sell or buy at a loss! The best idea is to watch the trade prices in Lions Gate, Droks and in the market areas of Cantha. Be aware that NCSoft make changes to drop rates from time to time and this can have a drastic change on values.
I have used [ LeviGarrett's Weapon Mod Baseline Pricing thread ] on Guildwars Guru as the basis.

On Values:
Some lists recommend 'SS' or Shop Sell. Generally this is true, but lesser items can reasonably be sold for up to 500g in lower level areas like Pikum Square [Prophecies] or the various towns on Shing Jea Isalnd [Factions] .

Upgrade Suggestion (posted to NCSoft)
Just a thought, how about weapon vendors buying / selling upgrades in the same way materials work.
Selling is simple enough - you get a quote for your (say) 'Fiery Pommel' and you sell if you like the offer. If not, at least you have a guide to offer to players.
For buying, to save masses of superfluous information, it lists available upgrades for the presented weapon - based on their recent sales.
ie for a Monk
Available upgrades for (this staff):
Defense Head +5 [3k]
Defense Head +1 [100g]
…
Wrapping +1 Healing 10% [100g]
It establishes a firm, market based value for trading upgrades, while not overtly affecting the (wts) factor for players raising money. As a positive benefit it should also greatly reducing the often Spammy WTS chat
The existance of Rune, Dye and Materials merchants would allow for easy acceptance with, I imagine, the minimum of grumbling from hardcore player-sellers.
