Strictly speaking this isn't enchanting, it's augmenting as anyone can do it - just needs the appropriate reputation or kit from Auction House, mostly.

Arcane Armor Kit
(Pattern is BoP and drops from Chrono Lord Deja, the first in The Black Morass encounter)

(Pattern is BoP and is dropped by Gargantuan Abyssal in Arcatraz)

(Pattern is BoP and drops from Hydromancer Thespia in Steamvault)

Permanently adds +8 to your Healing and Damage from spells to a leg or head slot item. Does not stack with other enchantments for the selected equipment slot.
From: A quest by Lorekeeper Lydros in Dire Maul.
