With the advent of Burning Crusade these are really relegated to 'Twink' enchants for imbalanced PvP'ers in battlegrounds. Naturally the Agility and casters ones are more frequently sought, and few enchanters have these.

Argent Dawn Faction
You can gain reputation by quests and grinding mobs in the Plaguelands
Formula: Enchant Bracer - Mana Regeneration (BoP)
Requires Enchanting (290)
Requires Argent Dawn - Honored
Permanently enchants bracers to restore 4 mana every 5 seconds.
Formula: Enchant Bracer - Healing (BoP)
Requires Enchanting (300)
Requires Argent Dawn - Revered
Permanently enchants bracers to increase the effects of your healing spells by 24 and your damage spells by 8.

Timbermaw Faction Enchants

Timbermaw Faction
You can earn and grind reputation with these in Felwood and Winterspring. There are a selection of quests but by the time you are Honored, if not before, you are looking at grinding feather and/or beads for a several hours at least for Revered and many days for Exalted.

Thorium Brotherhood Enchants

The Thorium Brotherhood (Searing Gorge and Blackrock Depths, primarily)
The WoWwiki guide to the Thorium Brotherhood covered all you need to know about building up reputation with them, but you are still looking at a lot of grinding and at least 400-500g worth of donations to build up to revered reputation. Unless you are a well geared level 70 (or a good high-level rogue) you will also need a group to get to Lokhtos Darkbargainer as he resides in the Grim Guzzler, a tavern in deep inside the Blackrock Depths instance

Enchant Weapon - Mighty Spirit
Requires Enchanting (300)
Formula requires you to be Honored with the Thorium Brotherhood
Permanently enchant a melee weapon to grant +20 Spirit.
Enchant Weapon - Mighty Intellect
Requires Enchanting (300)
Formula requires you to be Revered with the Thorium Brotherhood
Permanently enchant a melee weapon to grant +22 Intellect.
Rare Pre-TBC Twink caster enchanting formula from Raid Instances
[Δ]Don't hold your breath for getting the following formula unless you are in a guild that runs these 20 to 40-man raid instances for fun!
Zul'Gurub

Zul Gurub is a 20 to 25-man Raid instance in Stranglethorn Vale. Kills and drops here give reputation with the Zandalar Tribe.
Brilliant Mana Oil
Requires Enchanting (300)
Formula requires Zandalar Tribe - Friendly
Requires Level 45 to use
While applied to target weapon it restores 12 mana to the caster every 5 seconds and increases the effect of healing spells by up to 25. Lasts for 1 hour.
Brilliant Wizard Oil
Requires Enchanting (300)
Formula requires Zandalar Tribe - Honored
Requires Level 45 to use
While applied to target weapon it increases spell damage by up to 36 and increases spell critical strike rating by 14. Lasts for 1 hour.
Expensive for mats, but a really nice enchant.
Ruins of Ahn'Qiraj and the Temple of Ahn'Qiraj

20 or 40-man Raid instance in Silithus. Bosses here drop:

Permanently enchant gloves to increase the shadow damage done by spells and abilities by 20.

Permanently enchant gloves to increase the fire damage done by spells and abilities by 20.
Formula: Enchant Gloves - Frost

Permanently enchant gloves to increase the frost damage done by spells and abilities by 20.

Permanently enchant gloves to increase the healing done by spells and abilities by 30.
The bosses here (Ahn'Qiraj) also drop the following enchantment formulae, though it's probably faster and easier to gain them from Exalted reputation in Outlands

Permanently enchant a cloak to give 12 dodge rating.

Permanently enchants a Melee Weapon to add up to 55 points of healing to healing spells and up to 19 points of damage to damage spells.
